In 1891 a teacher in the Kumamoto Boys' School gave expression to the thought in a public address that, as all mankind are brothers, the school should stand for the principle of universal brotherhood and universal goodwill to men. This expression of universalism was so obnoxious to the patriotic spirit of so large a number of the people of Kumamoto Ken, or Province, that the governor required the school to dismiss that teacher. There is to-day a strong party in Japan which makes "Japanism" their cry; they denounce all expressions of universal good-will as proofs of deficiency of patriotism. There are not wanting those who see through the shallowness of such views and who vigorously oppose and condemn such narrow patriotism. Yet the fact that it exists to-day with such force must be noted and its natural explanation, too, must not be forgotten. It is an indication of self-conscious nationality.

Twenty-three years elapsed between the First and Second Punic Wars. The power of Carthage, though crippled, was not destroyed; and Hamilcar returned home, burning with hatred against Rome, and determined to renew the war upon a favorable opportunity. But a new and terrible danger threatened Carthage upon her own soil. The mercenary troops, who had been transported from Sicily to Africa at the conclusion of the war, being unable to obtain their arrears of pay, rose in open mutiny. Their leaders were Spendius, a runaway Campanian slave, and Matho, a Libyan. They were quickly joined by the native Libyans, and brought Carthage almost to the brink of destruction. They laid waste the whole country with fire and sword, made themselves masters of all the towns except the capital, and committed the most frightful atrocities. Carthage owed her safety to the genius and abilities of Hamilcar. The struggle was fierce and sanguinary, but was at length brought to a successful issue, after it had lasted more than three years, by the destruction of all the mercenaries. It was called the War without Peace, or the Inexpiable War (B.C. 238).

Head-shape is really a far more complicated thing to arrive at for purposes of comparison than one might suppose. Since no part of the skull maintains a stable position in regard to the rest, there can be no fixed standard of measurement, but at most a judgment of likeness or unlikeness founded on an averaging of the total proportions. Thus it comes about that, in the last resort, the impression of a good expert is worth in these matters a great deal more than rows of figures. Moreover, rows of figures in their turn take a lot of understanding. Besides, they are not always easy to get. This is especially the case if you are measuring a live subject. Perhaps he is armed with a club, and may take amiss the use of an instrument that has to be poked into his ears, or what not. So, for one reason or another, we have often to put up with that very unsatisfactory single-figure description of the head-form which is known as the cranial index. You take the greatest length and greatest breadth of the skull, and write down the result obtained by dividing the former into the latter when multiplied by 100. Medium-headed people have an index of anything between 75 and 80. Below that figure men rank as long-headed, above it as round-headed. This test, however, as I have hinted, will not by itself carry us far. On the other hand, I believe that a good judge of head-form in all its aspects taken together will generally be able to make a pretty shrewd guess as to the people amongst whom the owner of a given skull is to be placed.
